NALC Star Council Award 2025
In December 2024, Chippenham Town Council was nominated as a finalist in the climate response category of the Star Council awards, which are organised by the National Association of Local Councils.
The Star Council Awards are the pinnacle of nationwide recognition for parish and town councils.
The award is based on how councils have engaged with their communities to respond to the climate and ecological crisis. Some of the achievements we shared with NALC include:
- Our Neighbourhood Plan which supports net zero housing, promotes active travel and seeks to create green corridors throughout the town
- Our Tiny Forest, plus planting over 4,500 trees in our parks and about 2,000 free tree giveaways to residents
- Our Climate Strategy which sets out our commitment to becoming a net zero organization by 2030
- Our Climate and Ecological Donation scheme which supports local community groups with grants
- The Green Grant awarded to Chippenham Museum to create a touring exhibition with local schools
- Our new Community Environmental Forum that connects local groups, organisations and businesses to work together
And of course our big Eco Future Fest community event in 2023 which included art exhibitions, talks, workshops, poetry, music and stalls from our local businesses and groups.

We have reduced our carbon emissions from our activities and services by 28.7% since 2019, according to our latest appraisal, covering 2024–2025.
Since we began measuring our emissions, we have made a number of changes to reduce our impact on the environment. These include replacing the LPG heating at Stanley Park with a heat pump and solar panels, switching to renewable energy suppliers, installing more energy-efficient heating and lighting, improving insulation in our buildings, and beginning the transition to electric vehicles and HVO fuel.
These measures form part of our Climate Action Plan, which sets out how we will achieve our commitment to become a net carbon zero organisation by 2030.
There is more work to do. Our next assessment will include further reductions from replacing gas heating at the Town Hall and Neeld Community & Arts Centre with heat pumps, helping us to remove fossil fuel heating from our buildings.
We will continue to look for practical ways to reduce our carbon emissions and make our services and buildings more sustainable.
