Our Corporate Management Team

The team provides strategic direction to the council and deals with key corporate issues and strategic service issues. It makes managerial decisions on how the council operates, applying policy that has already been agreed but it does not set new policy which is the role of elected councillors.

The Chief Executive of the Town Council, is the council’s most senior officer and responsible for the council’s staff, working closely with the council leader and responsible for advising the council on strategy, policy and making recommendations to the council.  The Chief Executive is the designated Head of Paid Service under the Local Government and Housing Act 1989 and Proper Officer under the Local Government Act 1972.

Mark has worked in local government for all of his career and has held chief officer level positions for the last twenty five years, Mark holds a Masters Degree in Business Administration, a Honours Degree at Law, a Diploma in English Law, a post graduate Diploma in Management Studies and the Certificate in Local Council Administration. He is also a Chartered Manager and a Fellow of the Chartered Management Institute.

Director of Community Services Matt Kirby

The Director of Community Services is responsible for a wide range of community focused services, including the Neeld Community & Arts Centre, Stanley Park Sports Ground, Chippenham Museum, Environmental Services and development of the Chippenham Neighbourhood Plan.

The Director of Community Services is the lead officer for the council’s Planning, Environment &Transport Committee and the Amenities, Culture & Leisure Committee.

The role also has designated deputy status for the Chief Executive.

The Director of Resources is the council’s designated Responsible Finance Officer RFO and Section 151 Officer and has responsibility for the management and proper administration of all the Council’s financial and other resourcing affairs.

The Director of Resources is lead officer for the Council’s Strategy & Resources Committee and the Human Resources Committee.

The role also has designated deputy status for the Chief Executive.

There are three employees who receive a salary of more than £50,000 per annum, the Chief Executive, Director of Resources and Director of Community Services. These three employees also receive a car allowance of £103.25 per month.

A pay multiple is defined as the ratio between the highest paid taxable earnings for the given year and the median earnings figure of the whole of the authority’s workforce. Chippenham Town Council’s pay multiple is 4:1.
